[supreme] Add a Thread Limit (Before you can upgrade)

I think there should be at least a 10 thread limit before you can upgrade or something along those lines because I know it keeps the site running makes you guys money but I mean common do we really need this?

I just think its a bit stupid to have ultra leechers like this its part of whats killing the forum, it needs less leechers and more contributors if we let all the leechers in like this then cracked.to will end up like every other forum :pepe: :pepe:
