Not a good idea. Someone who abuses the system on SB starts spamming private messages and that would be as annoying as the regular SB posts.

SB rules states bans are not reversed, therefore it cant be appealed either. 

And on the suggestion, my opinion is when you break the sb rules, then get banned as penalty and the reason for ban is to prevent user from using the shoutbox thus pm function should also not work.
