paypal pay instead of me

Someone charged me back on paypal 

I provided all proofs 

 

Then paypal closed the case and remove my negative alao they didnt take the payment from me ! 

 

Then they also refunded the buyer ! 

They saying this 

 

 PayPal will refund your buyer at no cost to you. 

 

This mean they will pay for buyer without taking money from me wtf ?
