not gonna teach you but most free public proxies are just hacked computers.

 

 

paid proxies are either hacked computers or owned vps.

 

 

 

 

u need to install some application or maybe possible with default windowsish one, but theres lot of apps for that

Generally, you just "get" proxies from scraping off of websites or something.
